It's just decoration...an imitation of the Tibetan and Nepalese way of marking a col. I liked that though; I find someone had a very nice idea there, and the surroundings are very fitting! Apparently, the prayer flags are becoming more and more "à la mode" in the Alps; one finds this already in several places.
